Safeway is running a deal right now where you get $ back instantly at checkout depending on how many Hallmark cards you purchase:
Buy 2 Hallmark cards, get $2 off instantly; buy 3, get $3; buy 4, get $4; etc. (see update below)
Your best bet is to buy 5 of the .99 cards and get them all free. You don't have to purchase other groceries/items, you should get all five free and not even pay tax. You can do this multiple times on your Safeway Club Card (over multiple transactions/days), but only once per transaction. The best part is--this deal runs until September 20th.
Thanks to Slickdeals for the info. If you shop at Safeway's partner stores (Dominicks, Randalls, Vons, Tom Thumb, Pavilions), please let me know if you see the deal there as well. There should be a big sign in the greeting card aisle. Thanks!
**UPDATE 8/19: I went to 3 Safeways tonight in NoVA. At the Kingtowne store, there were no signs, so I tried the deal and no $$ came off, so I returned the cards. At the OKM store, there were signs up, but no .99 cards. I had success at the Burke Centre store, where there were no signs, but plenty of cards. I bought 5 each in two transactions, and got the $5 off each time. I don't know if there's a limit, but I stuck with 5 just in case.

Thanks! I went and got 10 free cards today - no tax! I also put a link on my blog to yours.
Thanks for the link! I wrote a comment on your update, too. I saw the actual signs at one of the stores tonight, and it definitely did NOT say Buy 4, get $5 off, so I don't understand how the Slickdealers are getting overage.
Free is good enough for me!
At my local safeway(in idaho), it was the buy 4 cards get 5.00 back, so I actually picked up welches jelly, 2 gallons of milk, and 4 hallmark cards for 6.32!! The milk alone would normally cost that! Thanks for the great tip, I'll be stopping by a couple of times a week to stock up!
Hi Gina! Thanks for all your posts about Safeway deals, I love it! I was going to do this deal, but then I noticed that the fine print on the sign says "excludes Warm Wishes", which are the .99 cent cards here. Does your sign not say that, or are there different varieties of .99 cards?
