I finally found a 
Safeway that had the car decals for the I Play Tag & Save at Safeway radio contest. It was Burke Centre, if you happen to live in NoVA.
If you live in the DC Metro area (including Northern Virginia and Maryland) or the Baltimore Metro area, you should pick up your car decal and stick it in your back window. Vans from Baltimore’s Magic 95.9 and DC’s Mix 107.3 will be driving around to one Safeway store each day between September 12-18 to choose a winner of a $1,000 Safeway gift card. Glad that you found a Safeway location that had the car decals. That is the same Safeway I went to late Wed. morning. I asked at the customer service desk and they were clueless, called over a manager, who also didn't know anything, and called over a higher level manager. I pulled up your blog post on my phone to show them and assured them that you wouldn't post about it unless it was true, and after some searching in the back, they finally found a box of the decals that had just been delivered that day. They thanked me for letting them know about the contest, so in essence it was really because of your blog post that you were able to get the car decal at the Burke Centre location. I wonder how many other stores don't know about the promotion or haven't opened the box somewhere in their back storage?
Anyway, just thought I'd let you know.

I picked mine up at the Boston Street location in Baltimore a few days ago – I didn't put it on yet though and now it's raining! Just a heads up for anyone in the Baltimore area.

I haven't been listening to the radio over the weekend, but I was wondering if the radio announcer had given a specific amount of time to get to the Safeway, and if they're giving any sort of timeframe (like during Safeway business hours?) when this contest will take place daily. I'm hoping to listen today and more this week, but surprisingly do not have a good radio inside that picks up 107.3, and I'm having issues with their online live stream.

I don't think they're going to be that specific–it's all a big surprise! I think you're just supposed to go and shop like you normally do, and hopefully you'll be "Spotted" while you're there.
I was the only car in my parking lot on Sunday afternoon with a sticker, and they STILL didn't have the stickers out at my store.
